Landbon began its human resources business in 2000, initially focusing on the supply of foreign domestic helpers in Malaysia. By 2002, the company expanded into larger-scale manpower recruitment and became one of the main suppliers of Myanmar workers to Malaysian enterprises across various industries, including manufacturing, restaurants, construction, and agriculture. We also provided Myanmar manpower to other licensed recruitment agencies in Malaysia, which laid the foundation for our growth into international labour and human resource services.Following the amendment of the Private Employment Agencies Act 2017 (Akta APS 2017), Landbon successfully obtained the new Class “C” licence issued by the Ministry of Human Resources in 2018.
This licence authorizes us to conduct a comprehensive range of activities, including:
- Recruitment of expatriates
- Deployment of Malaysians for overseas employment
- Recruitment of domestic workers
- Supply of migrant workers from Myanmar, Bangladesh, Nepal, Indonesia, Vietnam, and Cambodia
Today, we actively supply trained and screened domestic workers from Indonesia and the Philippines, while exploring expansion opportunities into Cambodia and Nepal.
In addition to recruitment, we also provide advisory services in corporate human resource planning and training solutions, supporting clients in building effective and compliant workforce strategies.

Dato’ Foo Yong Hooi has been at the helm of Agensi Pekerjaan Landbon Sdn Bhd since its establishment in 1999. The company was officially registered with the Department of Immigration Malaysia in the same year and later licensed by the Department of Manpower (JTKSM) in 2018. Under Dato’ Foo’s dedicated leadership, the agency has grown to become a reputable name in Malaysia’s manpower industry.
Dato’ Foo currently serves as the President of the Association of Employment Agencies Malaysia (P.A.P.A – Persatuan Agensi Pekerjaan Malaysia), a position he has held since 2018. His journey with P.A.P.A began in 2000, progressing steadily through various roles including Committee Member, Treasurer, Secretary General, Vice President, and ultimately President.
With over two decades of experience, Dato’ Foo is widely regarded as a leading authority in the manpower sector. He has been regularly featured in major newspapers, television interviews, and online media. Additionally, he is frequently invited by NGOs and government departments to provide insights and consultation on manpower-related issues.
Dato’ Foo has also represented Malaysia in bilateral discussions with labour ministers and officials from countries such as Nepal, Myanmar, Cambodia, Bangladesh, and others — reflecting his commitment to fostering strong international labour relations.
He have also served as the Chairman of the Sectoral Training Committee(STC) Business and Consultancy under HRD Corp, further contributing his expertise to the national workforce development agenda.
